On 18 March 2026, the Decree regulating the Law for protection of children in digital environments and establishing national policy and oversight framework, including content moderation authority governance, entered into force upon receiving the President's assent. The Decree requires providers of digital services accessible to children and adolescents to implement robust content moderation measures, including the prompt removal of illegal or harmful content such as material involving sexual exploitation, abuse, enticement, or other serious risks. The Decree designates the Federal Police as the central authority responsible for receiving, processing, and managing reports of serious violations involving children and adolescents. It authorises the creation of a National Notification Screening Centre to coordinate these functions. It also provides that the Centre will validate and distribute reports to competent investigative bodies, ensure secure handling of sensitive data, and publish transparency statistics. It also provides that governance is supported by coordination with the Ministry of Justice and Public Security, international authorities, and other child protection bodies, while the National Data Protection Authority (ANPD) oversees related compliance aspects, including platform obligations and the accreditation of civil society entities involved in reporting.
