Partial Amendment to the Act on Consumer Protection in Electronic Commerce, Etc. (Bill No. 14874) including consumer protection authority governance was introduced to the National Assembly

On 4 December 2025, the Act on Consumer Protection in Electronic Commerce (Bill No. 2214874) was introduced to the National Assembly as a committee substitute consolidating 10 earlier bills submitted between August 2024 and September 2025. The Amendment applies to businesses under investigation or review by the Korea Fair Trade Commission (KFTC) for violations of the Act. Under the proposed Article 32-2, a business under investigation could apply to the KFTC for a consent resolution, proposing corrective measures with the stated aim of remedying consumer harm and restoring fair trading conditions. The KFTC would evaluate whether the proposed measures meet the statutory criteria before issuing the resolution. Under the proposed Article 32-3, failure to comply with a consent resolution without justifiable cause would attract an enforcement fine of up to KRW 2 million per day. The Amendment would enter into force six months after promulgation.
