Fair Trade Commission closes consultation on amendments to the Enforcement Decree of the Act on Consumer Protection in E-Commerce including local operations requirement

On 20 April 2026, the Fair Trade Commission (FTC) closes the public consultation on proposed amendments to the Enforcement Decree of the Act on Consumer Protection in E-Commerce. Under Article 25-4, foreign businesses without a domestic address or place of business would be required to designate a domestic agent where annual sales exceed KRW 1 trillion, average monthly domestic consumers accessing the cyber mall exceed 1 million, or a report and materials submission request has been made by the FTC. Following designation, businesses would be required to submit domestic agent information (name, address, phone number, and email address) to the FTC in writing and disclose it on the first screen of the cyber mall. Violations of the domestic agent designation obligation under Article 20-5 would attract a business suspension of 3 months for a first violation, 6 months for a second violation, and 12 months for a third violation.
