On 11 March 2026, the European Commission opened a consultation on the proposed Regulation on the establishment of European Business Wallets (2025/0358) until 6 May 2026. The proposal would introduce a harmonised digital framework for economic operators and public sector bodies to securely identify, authenticate, and exchange data across EU borders with full legal effect. Core functionalities would include the secure issuance, storage, and sharing of electronic attestations of attributes, qualified electronic signatures and seals, and a qualified electronic registered delivery service as a secure communication channel. The Regulation would also establish the European Digital Directory as a trusted source of information on wallet owners. The European Unique Identifier (EUID) would serve as the unique identifier for wallet owners where available. Providers would be required to be established in the Union and not present a risk to Union security. Public sector bodies would be required to accept European Business Wallets for specified actions within 24 months of entry into force.
