Utah Legislature adopted Artificial Intelligence Modifications Bill (HB 276) including design requirement

On 5 March 2026, the Utah Legislature adopted the Artificial Intelligence Modifications Bill (HB 276) after the House concurred with the Senate amendment. The adopted Bill retains requirements for large online platforms to detect compliant system provenance data embedded in distributed content, provide a user interface disclosing its availability, and prohibit the knowing stripping of system provenance data or digital signatures compliant with widely adopted specifications of an established standards-setting body. Requirements for covered providers to include latent disclosures in image, video, or audio content created or substantially modified by a generative artificial intelligence system, and the requirement for capture device manufacturers to include latent disclosures in captured content for devices produced for sale in Utah on or after 1 January 2028, are also unchanged. Relative to the introduced version, the definition of "large online platform" is amended to remove file-sharing platforms from scope. The definition of "covered provider" is amended to exclude persons producing a generative artificial intelligence system used exclusively for internal business operations and not made publicly accessible. The user inspection provision is amended to allow download of compliant system provenance data rather than a version of the content with attached system provenance data. The Bill takes effect on 1 January 2027.
