Artificial Intelligence Modifications Bill (HB 276) including content moderation regulation was introduced to House of Representatives

On 16 January 2026, the Artificial Intelligence Modifications Bill (HB 276) was introduced to the Utah House of Representatives. The Bill would prohibit platforms from knowingly allowing the distribution of counterfeit intimate images without consent from the identifiable individual depicted. Platforms would be required to implement notice and takedown procedures, including temporarily disabling access to a counterfeit intimate image within 48 hours of receiving notice and completing a reasonable investigation within seven days. If a violation were confirmed, the platform would be required to permanently remove the counterfeit intimate image and prevent the reposting of substantially similar images depicting the same identifiable individual. Each failure to remove a counterfeit intimate image after receiving notice would constitute a separate violation.
