On 6 March 2026, the Minister of Communication and Digital Affairs issued Ministerial Regulation No. 9, which prohibits children under 16 years of age from holding accounts on high-risk digital platforms. The regulation was adopted pursuant to Government Regulation No. 17 of 2025 on the Governance of Electronic System Implementation for Child Protection. The regulation aims to address risks in the digital environment, including exposure to pornography, cyberbullying, online fraud, and excessive digital use. It places responsibility on platform operators to ensure the protection of minors within the digital services they manage. In particular, operators are required to implement mechanisms that enforce the age restriction and prevent underage users from accessing platforms classified as high risk. Implementation will take place in phases beginning on 28 March 2026.
