Cyberspace Administration adopted guidelines for filing of government mobile internet applications

On 28 February 2026, the Cyberspace Administration of China (CAC) adopted the guidelines for the filing of government mobile internet applications under the measures for standardised management of government mobile internet applications. The guidelines require sponsoring entities of government mobile applications (apps), including apps, mini programmes, and quick apps used by administrative authorities and public institutions, to complete a mandatory filing before launch. Applications must be submitted through a tiered system to provincial cyberspace authorities or directly to the CAC, followed by completeness review, document review, and technical inspection. Filing numbers are issued upon approval and must be prominently displayed. It also provides that modification and deregistration filings are required for major changes or shutdowns.
