On 25 January 2026, the General Office of the State Council issued the measures for standardised management of government mobile internet applications. The measures introduce a mandatory filing and oversight framework for government mobile applications (apps). The measures apply to applications developed or used by administrative organs, mass organisations, and public institutions, including apps, mini-programmes, and quick apps used for internal administration or public management services. The measures provide that applications must complete pre-launch filing through provincial cyberspace authorities or directly with the Cyberspace Administration of China, undergo review and technical testing, and display a filing number. The measures prohibit mandatory downloads, excessive reporting, and burdensome ranking functions, and require compliance with cybersecurity, data protection, and secrecy laws. Existing applications must complete filing within six months of entry into force.
