On 1 April 2026, the measures for identifying internet platform service providers with a large number of minor users and a significant impact on minors enter into force. The measures apply to platforms operating in China that either primarily target minors and have more than 10 million registered users or 1 million monthly active users, or that are not minor-specific but exceed 10 million registered minor users or 1 million monthly active minor users. In addition to these quantitative thresholds, authorities may designate platforms based on qualitative factors. These include high levels of minor engagement or expenditure, substantial volumes of content involving minors, a prominent position in youth-related sectors, or repeated violations involving minors within the past three years. Identification is conducted every three years. Platforms are required to carry out a self-assessment and either apply proactively or submit a self-assessment report within 20 working days of receiving notification. Draft lists of proposed designations are subject to public consultation for at least 30 days before final determination and publication. Designated platforms are subject to ongoing regulatory supervision. A platform may apply for removal from the list if it has not met the identification criteria for six consecutive months. Failure to cooperate with the identification process or the submission of false information may result in enforcement action.
