European Commission announced revision of Terrorist Content Online Regulation

On 26 February 2026, the European Commission announced in the communication "ProtectEU: Agenda to Prevent and Counter Terrorism" (COM(2026) 101), that it would conclude the evaluation of the Terrorist Content Online (TCO) Regulation (2021/784) by the end of 2026. On the basis of this evaluation, the Commission will then assess whether a revision to the Regulation is necessary to ensure it remains fit for purpose in light of evolving online threat patterns. The Commission indicated that any potential revision would aim to keep the Regulation fit for purpose, simplify it where appropriate, preserve fundamental rights safeguards, and ensure its continued complementarity with the Digital Services Act framework. This initiative is part of the wider ProtectEU strategy and will be supported by practical measures, including Europol's planned development of a European hash-sharing database to help identify and remove terrorist and violent extremist content across different platforms. Member States will continue to issue removal orders under the existing framework, pending any legislative changes.
