On 24 February 2026, the Bill establishing minimum protection duties for children and adolescents on digital platforms (PL 730/2026) was introduced to the Chamber of Deputies. It would require digital platforms, when technically possible and in compliance with Law No. 13.709 of 14 August 2018, to adopt diligent mechanisms to identify accounts maintained by minors through age verification that observes the principles of data minimisation, security, and preservation of privacy. The Bill would require prioritisation of procedures that do not involve excessive processing of sensitive personal data. It would require preferential use of pseudonymisation and anonymisation where possible and retention of data only for the period strictly necessary for the protective purpose, except in cases of judicial or administrative request. The Bill would establish administrative and objective civil liability for failure to adopt required measures and would provide sanctions, including a warning, an administrative fine based on gross revenue in Brazil in the previous financial year, corrective measures, temporary blocking of monetisation functionalities, and temporary suspension of services, with fine revenue allocated to the Childhood and Adolescence Fund.
