Bill amending Law No. 15.211 to combat child sexual exploitation (PL 224/2026) including content moderation regulation was introduced to Chamber of Deputies

On 3 February 2026, the Bill amending Law No. 15.211 to combat child sexual exploitation (PL 224/2026) was submitted to the Chamber of Deputies. The Bill would apply to suppliers of information technology products or services that permit the sharing of images or videos, as well as to suppliers of information technology products or services intended for the dissemination of sexual content. Under proposed Article 28-A, the first group of suppliers would be required to embed a non-user-perceptible technical identification and traceability mechanism in content published by accounts belonging to children and adolescents. Suppliers of services intended for the dissemination of sexual content would be required to block publication of content bearing that mechanism and to alert the competent authorities with available technical information on the origin of any such publication.
