Hanoi Digital Declaration (6th ASEAN Digital Ministers’ Meeting) including cross-border data transfer provisions

On 16 January 2026, the ASEAN Digital Ministers adopted the Hanoi Digital Declaration at the 6th ASEAN Digital Ministers’ Meeting in Ha Noi, Viet Nam. The Declaration applies to ASEAN Member States and sets out commitments to advance regional digital integration. The Declaration includes provisions to promote interoperability and trusted cross-border data flows through ASEAN mechanisms while respecting domestic data protection and privacy legal frameworks. The Declaration also refers to strengthening regional cybersecurity resilience, enhancing cooperation on data protection, cloud security, and digital identity interoperability, and enabling cross-border information sharing and joint incident response through the ASEAN Regional Computer Emergency Response Team framework. The Declaration supports implementation of the ASEAN Digital Masterplan 2026–2030 and advances negotiations on the ASEAN Digital Economy Framework Agreement.
