EDPB-EDPS adopted joint opinion on proposal for Digital Omnibus including data protection authority governance

On 10 February 2026, the European Data Protection Board (EDPB) and the European Data Protection Supervisor (EDPS) adopted a joint opinion on the proposal for a Regulation as regards the simplification of the digital legislative framework (Digital Omnibus). Regarding data protection authority governance, the Joint Opinion supports the goal of streamlining enforcement by assigning oversight of terminal equipment protection to authorities established under the General Data Protection Regulation (GDPR). It emphasises that these authorities must possess effective corrective powers to ensure consistency. Additionally, the Joint Opinion advises that the EDPB and EDPS should remain fully responsible for the preparation and approval of common templates for data breach notifications and data protection impact assessments (DPIAs) to maintain their independent competence.
