Amendment to Copyright Act including user and subject rights enters into force

On 10 May 2026, the amendment to the Copyright Act enters into force. The Act seeks to strengthen copyright protection in response to rising online piracy. The Act applies to online content providers, website operators, and intermediaries facilitating access to infringing content. The amendment provides online service providers with a right to challenge emergency blocking measures through procedural safeguards. Where content is blocked on an urgent basis, affected parties may file an objection within 5 days, upon which the blocking must be lifted pending review. A deliberation committee then assesses whether the measure should be confirmed or removed, and if the blocking is found to be unjustified, affected parties may claim compensation for damages.
