Russia: Bill to establish terms of disclosure of risks and consequences of participation in gambling (Bill No. 981492-8) was introduced to State Duma

On 31 July 2025, the Bill to establish terms of disclosure of risks and consequences of participation in gambling (Bill No. 981492-8) was introduced to the State Duma. The Bill amends the Federal Law on Advertising and the Federal Law on State Regulation of Gambling Activities to require all gambling advertisements to include clear warnings that participation does not guarantee winnings and may lead to financial loss or harm to health. It also obliges online gambling operators to display risk information on their websites, along with guidance on safe investment of free funds, and requires physical gambling venues to provide the same information and a QR code linking to the online guidance. The federal executive authority will set detailed requirements for the content and format of these disclosures.
