On 10 February 2026, the Bill on Digital Copyright and Online News Content was introduced to the Grand National Assembly. The Bill defines an in-scope large digital platform as one with Turkey-sourced annual gross digital services revenue exceeding TRY 100 million or a monthly average of more than one million active users in Turkey. These thresholds are assessed across platforms within the same economic unity and are updated at the beginning of each calendar year in line with the revaluation rate. The Bill establishes negotiation and payment obligations where platforms make economically value-creating use of online news content. It prohibits retaliation or discriminatory treatment related to negotiations, including reduced visibility or algorithmic disadvantage, and provides that compliance is subject to enforcement and sanctions under the Bill. Disputes are subject to mandatory mediation for 30 days, extendable once by 15 days. If mediation fails, a five-member Digital Copyright Dispute Board within BTK must issue a decision within 60 days, subject to administrative judicial review. The Bill also requires annual reporting to BTK, as well as notifications regarding principles and parameters affecting content visibility and any significant changes thereto.
