On 10 February 2026, the Bill on Digital Copyright and Online News Content was introduced to the Grand National Assembly. The Bill defines an in-scope large digital platform as a digital platform with Turkey-sourced annual gross digital service revenue exceeding TRY 100 million or a monthly average active user number in Turkey exceeding 1 million, assessed across platforms within the same economic unity, and updated at the start of each calendar year using the revaluation rate. The Bill designates the Information and Communication Technologies Authority (BTK) as the competent authority. It requires annual reporting to BTK on payment methods, total digital copyright amounts, and beneficiary media organisations. It requires notifications to BTK on principles and parameters affecting visibility and significant changes, including matters linked to ranking and recommendation outcomes.
