Enforcement Decree of the Content Industry Promotion Act (Presidential Decree No. 36060) was adopted

On 27 January 2026, the Enforcement Decree of the Content Industry Promotion Act (Presidential Decree No. 36060) was adopted. The Decree establishes the organisation and operation of the Content Dispute Mediation Committee, setting out provisions relating to the appointment and role of the Chair, meeting procedures, decision-making requirements, and the designation and functioning of mediation panels. The Decree introduces procedures for collective dispute mediation in cases involving at least 50 affected users with common legal or factual issues, subject to specified exclusions. The Decree also sets out requirements for written applications, obligations for public notices, participation procedures for additional parties, and rules for continuing proceedings. It also establishes grounds for refusal of mediation, including a lack of direct interest, repeated applications concerning the same matter, or failure to supplement an application within the prescribed period without just cause. Additionally, the Decree provides for compensation plan recommendations, response deadlines for content providers, and notification procedures to coordinate mediation with parallel court proceedings. The Decree will enter into force on 1 February 2026.
