On 10 March 2026, the Office of Communications (Ofcom) closes the consultation on the statutory report on content harmful to children under Section 63 of the Online Safety Act 2023 (OSA). The consultation gathers evidence relating to regulated user-to-user services, search services, and combined services. It covers three categories of content, Primary Priority Content (PPC), Priority Content (PC), and Non-designated Content (NDC). PPC includes pornographic content, content related to suicide, self-injury, and eating disorders. PC covers content that is abusive or incites hatred, violent content, bullying, dangerous stunts and challenges, and harmful substances. NDC, identified by Ofcom, includes body stigma content and content related to depression. The consultation collects evidence on the incidence of such content, including the quantity, prevalence, and frequency with which children encounter PPC, PC, or NDC, as well as any associated physical or psychological harm. It also invites views on whether changes to the PPC and PC categories under the OSA would be appropriate, including evidence of a “material risk of significant harm to an appreciable number of children.”
