China: Cyberspace Administration adopted implementation opinions on improving convenience of digital services for inbound personnel including data protection regulation

On 5 February 2026, the Cyberspace Administration of China issued the Implementation Opinions on Enhancing the Convenience of Digital Services for Inbound Foreign Nationals. The opinions call for data classification and tiered protection, as well as full-lifecycle management of data collection, storage, and use, aimed at reducing risks related to sensitive information such as identity documents and health records. The document also encourages accommodation operators and online travel platforms to optimise information collection and facilitate online self-service pre-registration processes. Additionally, the opinions address the management of cross-border data transfers, including technical supervision of data exports and engagement in international rule- and standard-setting on cross-border data flows.
