On 29 July 2025, the European Commission adopted Implementing Regulation (EU) 2025/1569 to set reference standards and procedures for qualified electronic attestations of attributes, including those issued by public sector bodies. The regulation specifies technical requirements and procedures for verifying attributes against authentic sources or designated intermediaries to support secure electronic interactions. It requires providers of electronic attestations to maintain written policies on validity management and to implement revocation methods that protect privacy and limit linkability. The Commission will maintain digital catalogues of attributes and schemes and publish a list of authorised public sector providers to promote interoperability. Member States are expected to notify the Commission of relevant public sector bodies through a secure electronic system and establish mechanisms that allow qualified trust service providers to verify attributes upon user request. The measures are designed to align with the Architecture and Reference Framework while allowing the reuse of existing technical systems where appropriate.
