On 5 February 2026, the European Commission opened a consultation on the draft implementing regulation as regards applicable standards and specifications until 5 March 2026. The draft Commission implementing regulation would amend Implementing Regulation (EU) 2025/1569 to align the technical standards and specifications for electronic attestations of attributes with the updated architecture and reference framework for the European Digital Identity Wallet. It updates the applicable standards to reflect established and widely recognised practices, while ensuring a high level of security, integrity, and cross-border interoperability in line with the objectives of the eIDAS Regulation. The draft clarifies and streamlines rules on revocation and verification. It requires providers to use privacy-preserving revocation techniques that prevent linkability or traceability and to comply with revised technical requirements set out in the annexes. It also revises verification rules by specifying the content of verification results, identifying the relevant public sector body against which attributes are verified, and requiring verification mechanisms to follow new technical specifications. Several existing provisions are deleted, and Annexes I and II are replaced, while a new annex on verification specifications is added. The regulation confirms that all processing of personal data remains subject to the GDPR and, where applicable, the ePrivacy Directive. Once adopted, the regulation would enter into force 20 days after publication and apply directly in all Member States.
