China: Ministry of Industry and Information Technology issued security guide on cross-border transfer of automobile data (2026)

On 4 February 2026, the Ministry of Industry and Information Technology and 7 other government departments jointly issued the 2026 edition of the security guide on the cross-border transfer of automobile data. The guide aims to support an efficient and secure mechanism for cross-border automobile data flows and to facilitate automobile data exports. Structured in 4 parts, the document sets out general provisions, rules for identifying important data in typical automotive scenarios, the data export process, and security protection requirements. It refines important data identification rules across scenarios, including research and development, manufacturing, driving automation, and software upgrades.
