On 7 January 2026, the Ministry of Communications and Digital Affairs (KOMDIGI) opened a public consultation on the draft Implementing Regulation of Government Regulation No. 17 of 2025 concerning Governance of Electronic System Implementation in Child Protection. KOMDIGI initially invited feedback until 16 January 2026, then extended the consultation deadline to 24 January 2026. The draft Ministerial Regulation would require electronic system operators to publish minimum age information for products, services, and features using defined age bands of 3 to 5, 6 to 9, 10 to 12, 13 to 15, and 16 to 17, and would prohibit services targeted at children under 3. It would require operators to conduct and document self assessments and risk profiling that classify products, services, and features as low risk or high risk, with a high risk designation triggered by specified indicators relating to contact with unknown persons, exposure to pornography or violence, consumer exploitation, risks to children’s personal data security, addiction, psychological harm, and physiological harm. Access to products, services, and features would be subject to age and risk thresholds, including restrictions on high risk services for younger users and parental consent requirements for children under 16. Operators would be required to mitigate identified risks through technical and operational measures, submit self assessment results with supporting evidence for ministerial verification, and comply with monitoring, administrative sanctions, and transition period provisions for existing services.
