On 18 November 2025, the Bill on protecting minors from the risks arising from the use of social networks was introduced to the National Assembly. The Bill requires service providers to block registration for users under 15 and suspend existing accounts of minors in this age group. Providers must verify users’ ages using technical solutions aligned with standards set by the Audiovisual and Digital Communication Regulatory Authority, following consultation with the National Commission for Information Technology and Freedoms. Non-compliance may result in formal notices, potential court orders, and fines of up to 3% of the provider’s global turnover. The Bill also mandates automatic deactivation of minors’ accounts between 10 pm and 8 am, with the same verification and enforcement rules. Exceptions are made for non-profit online encyclopaedias and educational or scientific directories. Implementation details will be set by a decree of the Council of State after consultation with the National Commission.
