Bill on protecting minors from the risks arising from the use of social networks including content moderation regulation was passed by National Assembly

On 26 January 2026, the National Assembly passed at first reading, under the accelerated procedure, the Bill aimed at protecting minors from the risks associated with the use of social networks. The adopted text provides that, where information is suggested or ranked for accounts identified as belonging to minors through profiling-based recommendation systems, the service provider is deemed to exercise editorial activity. It also specifies the presentation formats concerned, including personalised feeds, trends, content suggestions, autoplay, and notifications. In addition, providers are required to ensure that minors are not exposed to excessive commercial pressure. The text further prohibits the promotion of products or services likely to impair the physical or mental health of minors on interfaces specifically intended for them. It also bans direct and indirect advertising of online social network services where it is specifically targeted at minors, including advertising carried out by influencers or through commercial partnerships. Finally, promotions of such services must display a warning indicating that they are dangerous for persons under 15 years of age.
