Federal Antimonopoly Service of Russia reached settlement with MTS following antitrust case on mobile service tariffs

On 13 November 2025, the Federal Antimonopoly Service of Russia (FAS) reached a settlement with PJSC MTS following the review of an antitrust case concerning mobile service tariff increases. The settlement followed a judicial review in which the Moscow Arbitration Court upheld the FAS decision and order against PJSC MTS, after the company had challenged the findings. Under the settlement obligations, PJSC MTS must, by 16 January 2026, offer subscribers affected by the April–May 2024 price increases seven alternative compensation options, including restoring tariffs to April-May 2024 levels, providing an 8% cashback on monthly charges for one year, or granting additional service packages. PJSC MTS is also required to repay RUB 664 million in unlawfully obtained income to the federal budget and to invest RUB 2.4 billion in the development of communications networks in towns with populations below 1’000, with the locations to be determined by the Ministry of Digital Development, Communications, and Mass Media.
