European Commission adopted proposal for Digital Networks Act including user/subject rights

On 21 January 2026, the European Commission adopted its proposal for the Digital Networks Act, which will be presented to the European Parliament and the Council for approval. The Act aims to simplify and harmonise rules, reinforcing competitiveness and fostering a more integrated single market. The Act would introduce provisions aimed at promoting consumer rights. Internet and voice communication service providers would be required to implement features allowing users to control expenditure and the safeguarding the user right to access and distribute information and use applications and services of their choice. Further, providers would be subject to obligations regarding clarify of consumer contracts, transparency, fair conditions regarding contract duration and termination, and rights regarding provider switching and number portability.
