European Union: European Commission introduced Council Regulation on amending Council Regulation 2021/1173 as regards Artificial Intelligence gigafactories

On 15 July 2025, the European Commission introduced a proposal for a Council Regulation on amending Council Regulation 2021/1173 as regards Artificial Intelligence gigafactories. The proposal is identified as COM(2025) 414 final and registered under interinstitutional file 2025/0229 (NLE). The proposal aims to amend the mandate, objectives, and activities of the European High Performance Computing Joint Undertaking by introducing a legal basis for the establishment and operation of Artificial Intelligence Gigafactories and by reinforcing activities related to quantum technologies. The proposal was transmitted by the Secretary-General of the European Commission to the Secretary-General of the Council of the European Union.
