On 29 December 2025, the Online Safety (Online Safety Appeal Tribunal) Regulations under the Online Safety Act 2025 were adopted by the Ministry of Communications. The Regulations establish procedures for appeals against written instructions, determinations, directions, or decisions of the Malaysian Communications and Multimedia Commission (MCMC) on online safety matters. The Regulations provide that aggrieved individuals or entities must file a notice of appeal within 14 days with an RM 1'000 fee, after which the Tribunal Secretary serves the appeal on relevant parties, and the MCMC must submit a full record within 21 days at RM 0.50 per page. The Regulations set rules on hearings, evidence, representation, costs, and public access, and require the Tribunal to issue decisions within 60 days of the hearing, with certified copies available for a fee.
