On 14 November 2025, a bill amending the Code of Administrative Offences to establish administrative liability for violations of mandatory requirements on the labelling of video materials created using artificial intelligence technologies (Bill No. 1069331-8) was introduced to the State Duma. The Bill proposes administrative fines for social network owners, video-hosting services, and other operators of online resources that fail to label synthetic video content. Under the proposed framework, synthetic video materials would be required to display a visible text designation and include a machine-readable tag in the metadata. Failure to comply with these requirements, or incorrect labelling, would be subject to fines ranging from RUB 10,000 to RUB 50,000 for individuals, RUB 100,000 to RUB 200,000 for officials, and RUB 200,000 to RUB 500,000 for legal entities.
