On 29 December 2025, the Online Safety (Period) Regulations 2025 under the Online Safety Act 2025 were adopted by the Ministry of Communications. The regulations apply to licensed application service providers, licensed content application service providers, and the Malaysian Communications and Multimedia Commission (the Commission). The Regulations establish prescribed timeframes for content moderation and complaint procedures. Service providers are required to act on user reports under the Online Safety Regulations 2025. They must acknowledge reports within one hour and provide status and assessments within twelve hours. Priority harmful content must be blocked within twenty-four hours, permanently removed or restored within one hour, with user queries answered in five days. The Regulation also provides that harmful content must be addressed within 4 hours, blocked within 24 hours, and removed or restored within twelve or four hours. The Commission is required to acknowledge reports within one-hour, complete assessments within twenty-four hours, and respond to user inquiries within seven days. Users have fifteen days to question dismissed reports or moderation actions and seven days to access online safety information. The Regulation also provides that non-compliance by service providers can result in fines up to MYR one million. The Regulations take effect on 1 January 2026.
