Office of Communications closed compliance remediation with Snap over Snapchat's illegal content risk assessment requirements

On 15 January 2026, the Office of Communications (Ofcom) concluded its compliance remediation with Snap regarding Snapchat's illegal content risk assessment obligations under the Online Safety Act 2023. In March 2025, Ofcom launched an enforcement programme under the Act to monitor compliance with duties relating to illegal content risk assessment and record keeping. Ofcom had previously raised concerns that Snap’s assessments did not assign overall risk levels for all priority illegal content and that the risk levels may not have accurately reflected the likelihood of illegal content occurring or the service being used to commit offences. In response, Snap submitted a revised record, and senior management provided assurances that a full review would be conducted. During the remediation process, Snap submitted a comprehensive reassessment on 1 December 2025, demonstrating improvements. Ofcom stated that it would take no further action but would continue to monitor compliance under the Act.
