China: Cyberspace Administration opened consultation on Internet Application Personal Information Collection and Use Regulations including data protection authority governance

On 10 January 2026, the Cyberspace Administration of China opened a consultation on the draft Internet Application Personal Information Collection and Use Regulations of Internet Application Users including data protection authority governance until 9 February 2026. Article 33 designates the Cyberspace Administration of China as the central coordinator for the supervision of personal information protection in software development kits, smart terminals, distribution platforms, and Internet applications. It also specifies that, for the same industries, telecommunications and public security departments share responsibility for enforcement within their respective jurisdictions. Local cyberspace administrations are tasked with the same responsibility within their administrative regions.
