Republic of Korea: 2025 amendment to Network Act establishing user objection rights and media protections was adopted by National Assembly

Description

2025 amendment to Network Act establishing user objection rights and media protections was adopted by National Assembly

On 24 December 2025, the National Assembly adopted the 2025 amendment to the Act on Promotion of Information and Communications Network Utilisation and Information Protection (Network Act/Bill no. 2215443). The Act establishes safeguards for user speech by requiring large-scale information and communication service providers to notify users of measures taken against their content, such as deletion or account suspension, and to provide a procedure for filing objections within six months. Users and content posters are also granted the right to apply for dispute mediation regarding these measures. Furthermore, the Act explicitly prohibits large-scale service providers from taking restrictive measures, such as blocking or terminating services, against media companies and internet news service providers.
