On 24 December 2025, the National Assembly adopted the 2025 amendment to the Act on Promotion of Information and Communications Network Utilisation and Information Protection (Network Act/Bill no. 2215443). The Act establishes safeguards for user speech by requiring large-scale information and communication service providers to notify users of measures taken against their content, such as deletion or account suspension, and to provide a procedure for filing objections within six months. Users and content posters are also granted the right to apply for dispute mediation regarding these measures. Furthermore, the Act explicitly prohibits large-scale service providers from taking restrictive measures, such as blocking or terminating services, against media companies and internet news service providers.
