On 15 February 2026, Government Decree No. 342/2025/ND-CP, which specifies certain provisions of the Law on Advertising, and which allocates and coordinates supervisory powers for online advertising moderation, enters into force. The Decree divides the responsibility for the management of advertising activities between the Ministry of Public Security and the Ministry of Culture, Sports and Tourism, as well as local authorities. Article 18 of the Decree empowers the Ministry of Culture, Sports and Tourism to issue removal requests to advertisers, platforms, telecommunications enterprises, and internet service providers, who are required to remove infringing advertisements within 24 hours of receiving a request. Content affecting national security must be removed promptly, and no later than 24 hours after requests are made. The Ministry can take technical measures to block or prevent illegal advertising, though only when such content has been processed in accordance with legal requirements to be further specified in subsequent regulation.
