Cyberspace Administration published guidelines for the filing of professional certification bodies for cross-border transfer of personal information

On 30 December 2025, the Cyberspace Administration of China published guidelines for the filing of professional certification bodies for cross-border transfer of personal information. Article 12 of the Measures for the Certification of Personal Information Cross-Border Transfers set out the filing process for professional certification bodies, which data processors seeking to provide personal information abroad using the certification mechanism can apply to for certification. The Guidelines provide details about the filing process, including necessary information, standard processing times by the Cyberspace Administration (30 days), and the relevant application forms.
