China: Cyberspace Administration released list of professional certification bodies for personal information cross-border transfer certification

On 30 December 2025, the Cyberspace Administration of China released a list of three professional institutions that have completed the filing process to become professional certification bodies for personal information cross-border transfer certification. The institutions are the China Cybersecurity Review Certification and Market Regulation Big Data Center, the Data and Technology Support Center of the Central Cyberspace Affairs Commission, and Beijing Saixi Certification Co., Ltd. The filing follows the process outlined in Article 12 of the Measures for the Certification of Personal Information Cross-Border Transfers. Data processors seeking to provide personal information abroad using the certification mechanism can now apply for certification from one of the professional bodies.
