Cyberspace Administration implemented Notice on Regulating the Behavior of Internet Celebrity Accounts

On 25 December 2025, the Secretariat of the Cyberspace Administration of China (CAC) implemented the Notice on Regulating the Behavior Internet Celebrity Accounts, which includes the List of Negative Behaviours of Internet Celebrity Accounts to regulate the conduct of influential users. Under the requirements, websites and platforms must update community rules and user agreements to align with the negative list. The list identifies 13 prohibited categories, including the dissemination of vulgar content, pornography, and the promotion of values such as flaunting wealth or mocking mainstream standards. It forbids creating personas that distort public morals, spreading false information, and misinterpreting national policies. Additionally, the list bans inciting group antagonism, cyberbullying, and soliciting leads for the purpose of extortion. Internet celebrities are also prohibited from inducing fans to gather in hazardous locations or engaging in unlicensed activities like stock recommendations and medical sales. Platforms are responsible for managing information publishing and live streaming interactions, while local cyberspace departments must supervise compliance.
