On 13 May 2020, the Brazilian Law on Freedom, Responsibility and Transparency on the Internet (Bill 2630/20) including content moderation requirements, was introduced in the Senate. The Bill would prohibit social network service providers from hosting inauthentic accounts, unlabeled artificial disseminators, and sponsored content. Moreover, social network operators would be required to develop procedures to limit illicit behaviour and make public the number of posts and accounts subjected to moderation practices. Further, the Bil would request service operators to justify moderation activities and allow users to appeal such decisions. The providers of private messaging services would be required to limit the number of times a message can be forwarded, disable the authorisation to receive mass messages by default and implement methods to limit the dissemination of content classified as misinformation. Finally, social network and private messaging service providers would be required to provide all users with data on all sponsored content with which the user has interacted in the last six months and establish a mechanism to allow users to report disinformation displayed on the platform.
