On 18 December 2025, the Artificial Intelligence Oversight of Verified Exports and Restrictions on Weaponizable Advanced Technology to Covered High-Risk Actors Act (AI OVERWATCH Act) was introduced in the House of Representatives. The Act proposes amendments to the Export Control Reform Act of 2018 to require individual export licences for certain advanced integrated circuits. Its scope covers exports, reexports, and transfers of high-performance, data-centre-oriented chips and related products to entities located in, or ultimately owned from, countries of concern, including China, Russia, Iran, North Korea, Cuba, and Venezuela. The Act would limit the use of general licences, terminate existing authorisations, and introduce additional congressional oversight through advance certifications and the option of a joint resolution to block exports. It also establishes a limited exemption framework for certain United States persons, subject to specified security, ownership, and capacity requirements.
