The Online Consumer Protection Act (H.R. 3067) is introduced in the House of Representatives. The Act requires social media platforms and online marketplace to establish transparent terms of service including information on payment methods, content ownership, third parties data sharing. In addition, social media platforms must describe permitted and prohibited content and behaviour, content moderation and user blocking practices as well as appeal mechanisms. Online marketplaces must describe allowed products and marketing, product and marketing material access limitation practices, dangerous and recalled product notification practices, and refund, repair and replacement policies. Social media platforms and online marketplace must appoint a consumer protection officer and establish a consumer protection program. Finally, the providers with annual revenue over USD 250,000 or more than 10,000 monthly active users must annually submit a report to the Federal Trade Commission on their compliance with the requirements.
