Artificial Intelligence Bill including prohibition of goods and services was introduced to Congress

On 7 May 2025, the Ministry of Science, Technology and Innovation introduced a draft Artificial Intelligence Bill to Congress including a risk-based framework for regulating AI systems in Colombia. The draft classifies AI systems as prohibited, high risk, limited risk or low risk based on their potential impact on fundamental rights, security, well-being and human dignity. Prohibited AI systems are banned from development, marketing, implementation or use when they pose unacceptable risks, including lack of human control, manipulation of human will, or discrimination. High-risk AI systems are subject to strict requirements before use, including standards on data quality, transparency, human oversight and impact assessments, covering areas such as health, justice, public safety, financial and social services, minors and autonomous mechanical entities. Limited-risk systems must meet transparency obligations, while low-risk systems are subject to general ethical and risk management principles. The Ministry of Science, Technology, and Innovation determines risk classification and may allow high-risk systems to be tested in regulatory sandboxes, with suspension where significant risks cannot be mitigated.
