On 27 November 2025, the Law on Artificial Intelligence was introduced to the National Assembly of Vietnam. The Law establishes quality-of-service requirements across the AI lifecycle, grounded in human-centred and legally compliant AI development. AI systems must respect human rights, privacy, public and national interests, and national security, operate under human control with the possibility of human intervention, and ensure system safety, data security, and information confidentiality. The framework requires transparency, fairness, non-discrimination, accountability for system outcomes, and alignment with ethical standards and Vietnamese cultural values, while encouraging environmentally sustainable and energy-efficient AI development.
