Ministry of Communication and Digital Affairs issued ruling against X Corp with fine of IDR 78.125 million over content moderation violations

On 8 October 2025, Indonesia’s Ministry of Communication and Digital issued a letter to X Corp with a fine of IDR 78.125 million over content moderation violations pertaining to pornographic content. It was stated that the first administrative fine was imposed with the letter issued to X Corp. on 20 September 2025. Although Platform X complied with the takedown order two days later, it failed to pay the fine or submit an official response by the deadline. Under the letter issued on 8 October 2025, the fine was increased to IDR 78.125 million. Indonesia's Regulation 71/2019 governing electronic system operators requires Electronic System Providers (ESP) to ensure that their systems do not contain or facilitate the distribution of prohibited content. Furthermore, Regulation No. 5 of 2020, which implements Regulation No. 71 of 2019, requires platforms to establish content management systems and user complaint mechanisms.
