On 31 October 2025, the Law on Digital Transformation was introduced to the National Assembly of Vietnam. The Law assigns the national competition authority responsibility for monitoring, evaluating, and handling violations by digital platforms holding a dominant market position under Article 40(1). These powers include monitoring abuse of dominant or monopolistic positions in digital services, data processing, goods distribution, and service provision under Article 40(1)(a), monitoring and evaluating mergers and acquisitions that may negatively affect competition in the digital market under Article 40(1)(b), and conducting regular or unscheduled inspections and audits when there are signs of violations of competition law under Article 40(1)(c). The Law also requires advance notification to the national competition authority for mergers, acquisitions, and asset transfers between technology companies that may affect competition under Article 39(2)(a).
