On 27 November 2025, the Law on Artificial Intelligence was introduced to the National Assembly of Vietnam, establishing data protection requirements for artificial intelligence activities. Article 7(3) prohibits collecting, processing, or using data for developing, training, testing, or operating artificial intelligence systems in violation of laws on data, personal data protection, intellectual property, and cybersecurity. Article 8(3) requires that public disclosure, connection, and sharing of data on the one-stop electronic portal on artificial intelligence and the national database on artificial intelligence systems ensure information security and protect personal data, business secrets, and state secrets. Article 12(1) requires developers, suppliers, implementers, and users to ensure data safety and timely detection and remediation of incidents. Article 14(1)(b) and Article 14(2)(b) require management of training, testing, and operational data to ensure data security and confidentiality. Article 17(1) to Article 17(4) regulate databases serving artificial intelligence in compliance with data protection and intellectual property law. Article 31(1) to Article 31(3) establish confidentiality, necessity, proportionality, and security requirements for data provided for state management purposes.
