Sentencing Accountability for Exploitation Act (SAFE Act/SB 3394) was introduced to Senate

On 9 December 2025, the Sentencing Accountability for Exploitation Act (SAFE Act/SB 3394) was introduced to the Senate. The Act would direct the United States Sentencing Commission to review and amend its sentencing guidelines on child sexual abuse material (CSAM). Specifically, the Act would require the Commission to take into account the use of modern computer and internet technologies, recognising a number of possible aggravating factors. These factors include a defendant's involvement in a group dedicated to CSAM, their use or promotion of software or technology to conceal the offense, and their use of multiple online channels or platforms.
